Washington once again allows a previously unbeaten team to gain its first victory. In fact, of their five opponents this season, four of them didn't have a win when they faced the Redskins. This doesn't look for them, and their power ranking reflects that.
The top of the rankings remain stable, showing that the strongest teams are retaining that power.

14. New England Patriots (3-2) [9] - Whoops, they should have beaten Denver in regulation!
15. San Francisco 49ers (3-2) [5] - The defense faltered
16. Seattle Seahawks (2-3) [23] - Their incredible shutout of Jacksonville makes this team the best team with a losing record

18. Houston Texans (2-3) [21] - Best team with a losing record, they keep it close
